PROPOSED AMENDMENTS TO THE MEMORANDUM OF ASSOCIATION
OF ISBTI

 

 

Existing Provisions
Membership Page 5 Clause 2
Any person, or society, or blood bank, hospital, nursing home or corporate body or Association or Institution having faith in the Aims and objectives of the society as set out in the Memorandum of Association will be eligible to become a member of the Society. The different categories of memberships, the manner in which such members here in after referred to can be enrolled as members and this subscriptions or contributions shall be as provided here in after in these Rules and Regulations.
There shall be the following classes of members:
1) Patrons
2) Founder Members
3) Institutional members including Corporate Bodies
4) Life Members
5) Annual Members

I) Patrons: Page 5 Clause 2(i)
Persons of repute and status in society who have put in significant contributions in the field of Blood Donation Movement, Blood Transfusion, Scientific Advancement and Research in allied subjects and / or persons who have displayed their interest by giving substantial and financial aids to it and its related disciplines may be invited by the Governing Body to become patrons of the society and on their acceptance, shall have the privileges of membership of the Society.

II) Founder Members Page 5 Clause 2 (ii)
The persons forming the society being the signatories of its Memorandum of Association shall be the Founder Members.

III) Institutional Members Page 5 Clause 2 (iii)
Institutional members shall be companies Associations, Bodies, Corporate of Institutions who pay a life time subscription of Rs 5,000 / - Institutions directly concerned with Blood Donation. whole blood / component transfusion, research and advancement of knowledge in immunohaematology shall pay life time donation of Rs 1,000 / -.

IV) Life Members Page 6 Clause (iv)
An individual donating a lump sum amount of Rs 500 / and strictly adhering to the objectives of ISBTI would be eligible to become a life member.

V) Annual Members Page 6 Clause (v)
Annual members shall be individuals who shall pay an annual subscription of Rs. 50 / - per annum to be paid in one installment by 30th June of the year. The admission of Annual member and life members shall be subjected to acceptance by the Governing Body who will not be obliges to give any reason for non-acceptance of membership of any applicant.

State Centers
Page 17 Clause 12 Sub Para B
There shall be a Chairman, a Vice Chairman, a Secretary and at lest two other members in the Managing Committee of the State Center elected every two years before the A.G.M of ISBTI.

Page 18 Clause 12 Sub Para C
No member having less than one year membership of ISBTI shall be elected as an Office Bearer of the Managing Committee of the State Centers.

Zonal Councils Page 15 Clause (g)
Each of the Zonal Councils shall have a Managing Committee comprising a Chairman, Vice - Chairman, a Secretary, and three members elected every two years from within the affiliated State Centers at a meeting specially called for this purpose. However there will be a General Meeting every year to pass the audited Annual Accounts an approve the Annual Report. The office Bearers will be elected at a General Meeting by ballot unless the members present at a meeting by a majority decide to have it otherwise. No more than two members on the Managing committee will be form the same State and the members of the Managing Committee elected shall as far as possible be from different areas of the respective Zone.

The Governing Body shall consist of
a) One President (Elected at GBM)
b) One Dy. President (Elected at GBM)
c) Four Vice Presidents (Elected Chairman of each of the Z.Cs)
d) One Secy General (Elected at GBM)
e) One Treasurer
f) One Imm. Past Pres.
g) One Editor ISBTI Bulletin (Elected at GBM)
h) Number variable Members

a) Chairman of State Centers
The Chairman elected from each state centers having more than 5 % of the total members of ISBTI.

b) Representatives of State Centers
In each zone, state centers having less than 5 % of the total members of ISBTI will together elect one representative.
No one having less than 2 years membership shall be elected as Office Bearer of the Governing Body.

Page 11 Clause 9 B Para (iii)
In order to maintain continuity, the President, the Dy President and the Treasurer shall hold office for a period of two years and the Secretary General for a period of fours years.

Corporate membership


Corporate bodies / Business houses / Medical equipment companies can become corporate members of ISBTI by paying Rs 10,000 / - lump sum. They should not have any right to vote nor can they hold any office.

Keeping on mind, our relationship with various scientific firms, platforms and Societies, I feel we (members of corporate bodies) should be allowed voting rights and should not be allowed to become office bearer of any Societies. I came to know that you are in the process of issuing amendments in the constitutions of ISBTI hence this is a request from me.

Life Members
(i) Shall be medical, technical & social service employees, working in blood banks / Dep't of Transfusion medicine, of Govt. Hospitals, Defense Hospitals, voluntary non- profit licensed orgs. & private or corporate hospitals who pay a subscription fee of Rs 1000 / - individuals should furnish proof of employment in the respective hospital at the time of applying for membership (ID card)

Associative Members
Associative members shall be individuals belonging to registered NGOs & with active involvement in the blood donor movement of 2 years minimum standing & fulfill the aims @& objectives of ISBTI who pay a subscription fee of Rs 1000 / -. They will have no voting rights & cannot hold office for 5 years. After 5 years, following approval of SMC & GB, associative members will have voting rights and hold office of the State Chapter. At 7 years, associative members can hold office in the National Body.

Laminated identity cards with photographs of ISBTI should be given to all Life members of the ISBTI as given by the International Society of Blood Transfusion. This will also be useful to identify the members at the time of election.

North Eastern Zone exists with only 22 members and 7 States lacking behind from other States. Therefore I feel to strengthen membership special attention should be given to North East State Banking arrangement.

iii) The President and or the Governing Body may delegate from time to time such of his / her functions as he /she is unable to perform for any reason.
All vacancies other than the Deputy President between two general elections shall be filled din by the Executive Committee at its meeting and must be an item of agenda.

Page 17 Clause 12 Sub Para B would be read as
"There shall be a Chairman, a Vice Chairman, a Secretary, Treasurer & at least two other members if the State Chapter elected every three years before the A.G.M of ISBTI.

Terms of The managing Committee shall be 3 years. Word 2 years may be replaced with 3 years: wherever it appears.

Substitute two in place of one. This however will not be applicable to the new chapters for the first two yes.

This Para would be read as.

The constitution committee felt Postal Ballot and proxy vote is likely to create a lot of problems. This requires a serious discussion at the A.G.M.
